Zero Carbon Construction
Construction has officially started on the first stage of Mulpha’s $1billion Zero carbon Norwest Quarter development at 40 Solent Circuit.
It has been described as: “one of the most ambitious in Australia in terms of sustainable practices, initiatives, and design considerations”, by Tim Spencer, Mulpha Head of Developments.
Construction on the first stage of Norwest Quarter will include two residential apartment buildings, Banksia and Lacebark, with a total of 196 apartment homes, and more than 3,500 sqm of retail and commercial space including a commercial gym, fresh food grocer, medical services and restaurants.
Both buildings will feature rooftop solar panels, electric vehicle charging and centralised air-conditioning. Mulpha says each apartment will consume two thirds less energy than a typical code compliant apartment.
Estimated completion is the last quarter of 2024.
Hills Shire Council General Manager, Mr Michael Edgar joined Tim Spencer, and Parkview Constructions General Manager Simon Gobbo (pictured) to turn the first soil.
The ground-breaking ceremony brought together people involved in the development and construction process, including architects Bates Smart and Smart Design Studio, environmental sustainability firm Finding Infinity, landscaping architect Aspect Studios and urban designers Terroir.
“Despite difficult market conditions for the construction industry, Mulpha with the support ofits top-tier partners is on track to deliver the first zero carbon precinct in the Hills, testament to its strong sustainability credentials and longevity in the Australian industry,” said Tim Spencer.

Council’s GM, Michael Edgar, said: “I am really pleased with the focus on building design, attention to detail and the ambitious sustainability measures. It is a commendable goal and shows a deliberate intent to make this building resilient into the future.
“It is essential we see confidence return to the apartment market and that can only be achieved through good design, efficient use of technology, good use of materials, good sense of place, quality workmanship and a determination to contribute to the public domain.”
When completed in 2030, the Norwest Quarter masterplan will be home for over 2,000 residents in 26,000m 2 of green open space. There will be nine residential towers containing 864 apartments with 6,000m 2 of space provided for cafes, restaurants, shops and childcare facilities over 3.8 hectares of land.
